If intersecting edges shall be a combination of fillet and chamfer, then this cannot be accomplished by the only use of the Blend feature, but only by a combination of Basis Extrusion (sketch) and Blend.

Example:

  1. The following figure shows that chamfers have already been created by sketch (green marking).

  2. Now perform a face selection in order for the adjoining edges to be rounded. Then in the context menu, call the command New Chamfer/Fillet....

  3. Result:

    In the 3D History, you can see, which mode had been used for what.

Chamfers/fillets, which follow only one axis, should be created by sketch. Chamfers/fillets, which go along at several axes should be created by the Blend feature. The latter ones could not be directly integrated into the sketch by geometrical reasons. An extrude can only model a chamfer/fillet in direction of extrusion.
